Byculla, Elphistone, Parel, Marol and Chandivli have been identified as the most risk-prone areas for the disease caused by a parasite transmitted by mosquitoes due to heavy construction activity.
"It is the builder’s duty to control mosquito breeding, but they have failed,” he said.
