The Congress plans to play its migrant card a little differently. The party has always used migrants to consolidate its vote bank in Mumbai, but now it wants to use their services for image-building in Bihar.

In a meeting with north Indian leaders, MPCC president Manikrao Thakre has evolved a strategy on deployment of migrants from Bihar for campaigning and voting in their home town.

The reins of Bihar assembly elections beginning from October 21 are in the hands of union minister for social justice and empowerment Mukul Wasnik, a state Congressman.

Extending support, Thakre said, “We have appealed to the migrants living in Mumbai to actively participate in the elections and exercise their votes for Congress. Our state leaders will definitely play an important role in the campaign and providing logistics in Bihar.”

According to Bihar Front, an organisation which champions the cause of the migrants and organises festivals like Chhat Puja, there are more than 20 lakh people from Bihar in Mumbai and Thane.

Sensing the Maharashtra Congress’s pro-active role in Bihar elections, BJP, Shiv Sena and Maharashtra Navnirman Sena (MNS) have sharpened their knives to embarrass their rival on home turf.

The Shiv Sena and MNS are critical about the appeasement policy of the Congress to consolidate its migrant vote bank. “How can an individual cast his vote in Bihar as well as Maharashtra. It is illegal,” said an MNS leader.

The state BJP wants to expose Congress’s double standard. The party members have given their Bihar counterparts banners that expose the Congress-MNS relationship. They have highlighted how chief minister Ashok Chavan had sought the help of 13 MNS members to get their candidates elected in the legislative council polls a few months ago.
