Commercial townships on SEZ land?

The state government plans to introduce changes in the upcoming state industrial policy such that land which had been earmarked to set up special economic zones (SEZ) can now be used to deploy industrial townships.

Industries minister Narayan Rane told reporters along the sidelines of the ongoing session of the state legislative assembly on Tuesday. Rane said that his department has proposed changes in the industries policy which could possibly take shape by end of this month.

The state had plans to set up at least 100 SEZs, none of which has seen the light of day for a slew of reasons – changes in land acquisition policy and resistance from some land owners to name just a few. With controversies aplenty, most SEZ promoters backed off. The SEZs were commercial hubs, which would have one sole promoter, but would house commercial establishments. Compared to SEZs, industrial townships are smaller entities.

Rane said that the state government has now decided to allow industrial townships on whatever land had been acquired to facilitate industrial development. “We expect all types of industries to come up on these industrial townships,” said Rane.

He added that a proposed bill for land acquisition in parliament could halt industrial development. This bill, said Rane, could make matters tough for SEZ promoters vis-a-vis compensation payable for acquisition of land.

Amid all the shop talk, Rane did not let go of an opportunity to take a dig at the chief minister.

Referring to a file on the industrial policy that he said had submitted the file to the chief minister’s office for his nod on December 31 last year. The file, he said, will soon “celebrate its first anniversary” of lying in Chavan’s office.
