Central Railway seeks FSI of 5 for CST revamp

The makeover plan includes construction of high-rise commercial and residential towers, along with luxury hotels.

The Central Railway has ambitious plans for the revamp of 123-year-old Chhatrapati Shivaji Terminus complex, for which it has sought floor space index (FSI) of 5 from the state government, against the island city norm of 1.33.

The makeover plan includes construction of high-rise commercial and residential towers, along with luxury hotels. The project details have been submitted to the government and the Mumbai Heritage Conservation Committee for the final nod.

The central government wants to create a Nariman Point-style business centre within the CST premises. The  railways have appointed AREP Villey, a French architect consultant, to prepare the plan. The total area of redevelopment is 2,92,500 sq metre.

“We are scrutinising the CST proposal. While constructing hotels and high-rise buildings on the Wadi Bunder side, the heritage committee will take all precautionary measures to ensure the heritage structure is not affected in any way. We were given a presentation of the makeover plan on Tuesday,” said heritage committee chairman DK Afzalpurkar.

Sources from the railways said: “The idea behind FSI of 5 is to make CST a station which will have all the state-of the-art facilities,” said a railway official. As per the plan, local train platforms and long-distance train stations will be connected by a foot over-bridge (FOB), a new outstation station will be constructed at Wadi Bunder, the tracks will be pushed back to give more space under the concord and create large yards, and the building behind the heritage structure will be demolished to allow a full view from the east side. Apart from hotels and commercial complexes, staff and officials quarters will also be constructed within the complex.

“We will not cut any trees. Materials will be used to match the look of the old heritage building. The project which will change the face of South Mumbai. Many government and private sectors offices will be accommodated so that people not need to travel to Nariman Point or other places for work. They will alight at CST and will go to another building within the CST complex for work,” an official added.

Officials from state government’s urban development authority said they are studying the proposal and checking out the feasibility of 5 FSI and its repercussions on the roads and existing infrastructure. The government has formed a steering committee which includes the secretary (special projects) of the state government, secretary (transport), additional civic commissioner, city district collector, chief engineer of the Central Railway, superintendent of Saint George hospital and an official from the Metropolitan Region Development Authority (MMDRA) to study the project.
