Adarsh report may go in govt’s favour

The state is to table the interim findings of the commission next week.

The state government has finally decided to present the interim report on the Adarsh commission findings next week during the ongoing budget session.

"Chief Minister Prithviraj Chavan is keen to table the interim report on Adarsh scam," said a senior cabinet minister on condition of anonymity.

Sources in the government said the interim report would be limited to two specific issues — land ownership and whether the plot was exclusively reserved for Kargil widows.

A senior officer in Mantralaya said: "The interim report which has been sought to be tabled in the budget session is limited to two findings — on land ownership and Kargil war widows. This was also the limited parameters recommended for the probe when the Adarsh commission was constituted after the resignation of former Chief Minister Ashok Chavan." 

On both the issues, the findings seem to be in the government's favour.

"The interim report findings clearly point that the original land belonged to the revenue department which was in possession of the defence. Thus, implying that the land ownership stays with the state government," said sources on condition of anonymity.

The report also says that there is nothing to establish that the land was exclusively reserved for the construction of houses for the Kargil war widows. However, when the project was underway, a clause was incorporated suggesting that some flats be reserved to accommodate Kargil war heroes or their relatives.

But the report is silent on the role of the top bureaucrats who played a key role to amend the rules to get a flat for their kin.

"At the outset, the interim report suits the government. But it does not answer the larger question about politicians namely Vilasrao Deshmukh, Sushilkumar Shinde and Ashok Chavan during whose tenure the project in various phases was underway," said sources.

The sources in Mantralaya said the interim report and CBI investigations are two different aspects related to Adarsh.

"While the interim report looked at the limited aspects on land ownership and Kargil, the CBI is investigating the larger aspect on role of politicians and bureaucrats and corruption," they said.
