The state government has proposed to felicitate and provide a monthly honorarium of up to Rs 15,000 to persons from the state jailed during Emergency. The cash-strapped government may have to bear an annual additional burden of about Rs 250 to 300 crore if it decides to pay this monthly honorarium. However, to work out modalities and the nature of the scheme, the state government has formed a nine-member cabinet sub committee headed by the revenue minister Chandrakant Patil to study similar schemes already implemented in the BJP-ruled Madhya Pradesh, Chhattisgarh and Rajasthan and frame parameters for the selection of eligible persons. It is expected to submit its recommendations by June this year. A notification in this regard was issued on February 14.

A state government officer told DNA, "The state cabinet in January discussed the issue of giving monthly honorarium to those jailed between June 25, 1975 and March 31, 1977 and decided to accord freedom fighter status to such persons. The cabinet sub committee has been formed to implement the scheme only after proper study of such schemes implemented in other states. The sub committee will recommend whether it will extend one time payment of honorarium or a monthly one."

The officer informed that Madhya Pradesh provides monthly pension of Rs 25,000 for those who were jailed during Emergency. Haryana has offered Tamar Patra, free bus travel facility for both the husband and wife and free healthcare in government hospitals. Rajasthan Government has termed those jailed during Emergency as 'democracy freedom fighters' who are entitled for pension of Rs 12,000 and a monthly allowance of Rs 1,200. 
There are 1,050 such registered prisoners listed in Rajasthan.
