State govt rejigs strategy to achieve 100% Aadhaar enrolment by year end

Mumbaikars can register in BMC ward offices, civic hospital and anganwadis to get tablets for registering children and infants

To enroll around 60 lakh people in Maharashtra who are outside the Aadhaar net, the state government is restructuring its enrolment strategy to universalise coverage by year-end. This will allow people in Mumbai to register for the unique identity number in BMC ward offices.

State government officials said it will cover a focus group of those below the age of 18, where most of the unregistered population lies. "We have launched an institutional restructuring (of Aadhaar enrolment)… (as) it has reached a stage where (private) enrolment agencies are in oblivion due to lack of business," said Vijay Kumar Gautam, principal secretary, state Information Technology (IT). The state had appointed its MahaOnline as the enrolment agency.

He added that while the number of people above the age of 18 registered for Aadhaar was almost 100 per cent, it was 89 per cent and 51 per cent for those in the above six years and below six years age cohort respectively.

Aadhaar numbers have been assigned for around 95 per cent of Maharashtra's population. "Our target is to reach 100 per cent in all categories by December 31, 2017. Of the estimated 11.29 crore population of Maharashtra, around 60 to 65 lakh are uncovered and this group is tough to reach," noted Gautam.

Gautam added that 3,929 permanent enrolment kits stationed with enrolment agencies were being re-deployed with MahaOnline with all machines being made functional gradually.

In rural areas, one machine will cover a revenue circle of four to five villages and its educational institutions on a roster basis. In cities, there will be one permanent enrolment centre (PEC) per 25,000 population. While 3,000 kits will be deployed, the remaining 929 will be distributed to district collectors as floating kits and for special camps.

MahaOnline officials said PECs would be located in the SETU centres in district collectorates and tehsil offices, Aaple Sarkar e-Sewa centres, ward offices in urban areas and other state-run citizen service centres where government-to-citizen (G2C) services are available.

In Mumbai, Aadhaar enrolment will happen in BMC ward offices and tablets will be used for registering children and infants in civic hospitals and anganwadis. "Tablets will be deployed by August-end in around 500 (government and civic hospitals) for registration at birth. We will also distribute 3,900 tablets to anganwadi supervisors. On an average, one anganwadi supervisor covers 10 to 15 anganwadis… so they will handle the institutional part of enrolling children below six," said Gautam.
