Implementation of the Development Plan 2014-2034 has once again been delayed inordinately, all thanks to the politics played by the Shiv Sena. The party wanted a majority in the Planning Committee, retain its alliance with the BJP as well as keep the Congress away from the committee.

All this happened even as the DP department of the BMC was ready to give a presentation of the revised draft to the committee, which was slated to meet on Friday for the first time.

The DP was to be implemented in 2014. Already delayed by two years, Sena's latest stand will only push it back further, probably till the 2017 BMC elections.

While the BJP sought clarity over the role of the committee and whether more members could be accommodated as per law, the Sena played a swift move to foil the formation of the committee by suggesting that all political party leaders in the BMC be included in the committee and not just three members from the standing committee.

The Maharashtra Navnirman Sena, Samajwadi Party, and Nationalist Congress Party supported Sena's proposal. The Congress, on the other hand, urged all parties to ensure that committee is appointed and the DP is implemented at the earliest.

Leader of the House Trushna Vishwasrao opposed the proposal tabled by the civic administration to appoint three members from the standing committee.

The planning committee, with four members appointed by the state and three from the standing committee, is formed to scrutinise 13,000 suggestions and objections received by the civic body, then give a hearing, and prepare a report, which is sent to the state Urban Development Department.

Opposition leader in the BMC Pravin Chheda argued that there was no question of delaying the appointment as it will only delay city's development. The Sena is intentionally stalling the proposal tabled by the civic administration, which has been brought in the House as per the rule, he added.

"There are already several projects pending for want of clarity from the new DP 2014-2034. Citizens are waiting for it since two years. Now, when everything was going in the right direction, the Sena came up with an objection, just ahead of the civic polls. This shows that it doesn't want to give the new DP to the city before elections."
