While the interim policy for open spaces in the city passed by the civic improvements committee a day earlier was not even taken up for discussion on Thursday, Shiv Sena members approved a last minute proposal for putting up an oil painting of Prabodhankar Thackeray in the corporation hall. The proposal was taken up as 'urgent business' during an urgently called corporation meeting that lasted only for 15 minutes.

Sources claimed that the party plans to unveil the painting on January 2, 2017, before the model code of conduct kicks in.

The oil painting of Keshav Sitaram Thakeray, commonly known by his pen name Prabodhankar Thackeray, will be gifted by his grandson and Shiv Sena President Uddhav Thackeray to the BMC. The oil painting will be unveiled by Chief Minister Devendra Fadnavis and Uddhav Thackeray together in the corporation hall on Monday afternoon. The function assumes political significance when viewed against the back drop of a tussle between the two alliance partners.

Presently the prestigious corporation hall which is in the heritage building of the civic headquarters has only two oil paintings which had survived major fire in the year 2000. At least nine paintings out of total 11 oil paintings were reduced to ashes in the fire. The two paintings which survived the fire were restored with the help of artists. At present there are 13 statues and busts of national leaders installed in the house. The oil painting of Prabodhankar Thackeray will be the third to share the space along with national leaders like Nana Shankarseth, social reformer, educationist and philanthropist and Dadasaheb Donde, the leader of the Samyukta Maharashtra movement of the 1960s.

In a span of 15 minutes, the Mayor at amazing speed simply read out the proposals in brief and declared them approved as no one raised any objection. Interestingly, there were around 50 corporators present in the house and Shiv Sena with the majority in the general body meeting approved selective proposals and did not even touch upon the proposal of interim open space policy which was approved by the Improvement Committee where BJP has majority. The policy was approved by the group leaders of all the political parties in the month of October this year.

The policy allows resident associations or corporate firms to maintain plots for 11 months, provided they follow the civic body's norms. The rules restrict the caretakers from carrying out any kind of construction on open spaces, using them for commercial purposes or political events, or handing them over to a third party. The policy mandate non-discriminatory and free access to the public as per the timings prescribed by the BMC.

The policy will benefit both the Shiv Sena and the BJP whose leaders have been maintaining the prime plots in the city. BMC has issued notices to 216 open plots, gardens, playgrounds and Recreation grounds from the care takers who had adopted for the maintenance. However, civic body could take over almost 141 such spaces and is yet to take over 75 plots.
