Sharp rise in cybercrime cases, CM Devendra Fadnavis promises action

The state legislature on Wednesday expressed concern over the sharp rise in the number of cybercrime cases in the state and law enforcement agencies' inability to bring the crooks to book.

Chief minister Devendra Fadnavis, who has the charge of home department, told the lower house that Maharashtra had registered 3,633 cases of online frauds in the past two years, but was yet to see any conviction.

The chief minister said the government would soon be ready with a robust machinery to hunt down these conmen. For instance, he said, mobile forensic labs will be set up at every police commissionerate for collection of evidence in a scientific manner.

Fadnavis was replying to a question raised by BJP member Vijay Girkar on the explosion of cybercrime cases in Mumbai as well as other big cities of the state. The CM said that while 937 cybercrime cases were registered in 2013, the number rose to 2,696 the next year.

The CM said cybercrime has become a big menace not just in the state, but also across the country. The state will rope in Nasscom to set up a 'Cyber Force' comprising 1,000 qualified professionals, who will be posted in cybercrime labs at district level. These trained personnel, the CM said, will help cops crack crimes in the world of internet and ensure conviction of the criminals.

A branch of the Computer Emergency Response Team (CERT) will also be set up in the state, said Fadnavis.

Explaining the modus operandi of mischief mongers, Fadnavis said people mostly post objectionable content or photographs on social media on Friday night. "Since CERT is in Delhi, it becomes difficult to get the content blocked immediately due to weekend. By that time, such messages spread like wildfire. We have approached the union home department for a solution."

Mobile forensic lab at every police commissionerate
To ensure gathering of evidence in a scientific manner, the government has decided to set up a network of mobile forensic labs at every police commissionerate. CM Devendra Fadnavis said currently the state police is dependent on labs in Gujarat and Hyderabad and as a result samples remain pending for as late as three years. "This delays the conviction of the cases, thus denying the rights to the victims." Apart from mobile labs, the state will get two new advanced forensic labs, he said.
