The richest civic body also seems to be the busiest and occupied one as an estimated 1,000 labourers work for the BMC at any given time in various departments. This was highlighted when the Shiv Sena and BJP demanded the civic body that all its labourers should be verified by the police and a record must be in place.

To this, the civic body replied that it is practically impossible to have a 'No Objection Certificate" of all the labourers, as it is time consuming and will delay the work further. The issue was raised in 2011 when then Shiv Sena corporator Rahul Shewale caught two Bangladeshi labourers for robbery. However, the BMC in its reply sent to the standing committee last week — six years later — said that the onus is on the contractor appointed. He should abide by the 'General Conditions of Contract' which includes verification of labourers. They also pointed out that the process will be time consuming.

The standing committee was not satisfied and has thus sent it back to Municipal Commissioner, Ajoy Mehta. Speaking to DNA, MP Rahul Shewale said, "We should have records of all the labourers working for BMC. I will soon meet Ajoy Mehta to discuss the issue. Central government has made it compuslory for all agencies to undertake police verification and the civic body too should follow the centre's directions."

BJP group leader Manoj Kotak said, "It should not be difficult for the BMC to keep a record of labourers. It is purely for security purposes that the exercise should be undertaken."

However, BMC Chief Engineer (Building-Maintenance), Babasaheb Salve said, "Various departments of BMC have a large number of labourers working under them. The contractor appoints labourers for a short duration depending upon their skills and requirement. The work across departments is carried phase wise and keeping a track is practically not possible."
