The state government's ambitious plan to provide housing to its 2 lakh-odd police personnel has finally moved from the conceptual stage. The Home department has asked the Police Housing Corporation and the Housing and Urban Development Corporation Ltd (HUDCO) to submit the final project report to the finance department for final clearance and sanction of loan. The decision was taken in a detailed meeting of senior officers of all departments on Friday evening.

As per sources, HUDCO has agreed to pay a loan of Rs500 crore to the police housing corporation for construction of these houses on government land. The loan will be used to construct 5,000 houses having a built-up area of 350-450 square feet. The houses will remain mortgaged with HUDCO until recovery of money. As per initial estimate, each house is expected to cost Rs9-10 lakh. The department, however, does not have to pay any guarantee against the loan. Sources said the project report is to be submitted in a month.

The houses will only be available to the personnel to reside in against a basic rent, depending on their postings.

For those policemen who wish to construct their own house, the department has worked out a secondary plan. In this case, it is planning to appoint nodal officers to facilitate policemen in forming co-operative group housing societies (CGHS). Under this proposal, land and money will be invested by the personnel themselves, the department will provide assistance in every way possible.

"A lot of personnel, particularly constables, will be told about the concept of CGHS and will then be assisted in various ways, like arranging land, finding a reliable builder, and helping them with legal framework. The nodal officers will do adviser's job," said a senior officer.

The issue of police housing has been in discussion for a long time. Recently, it was raised by BJP MLC Bhai Girkar in the council, highlighting the dilapidated condition of BDD chawl in which policemen are staying. He demanded redevelopment of the chawl.

In response, chief minister Devendra Fadnavis said the government, in this year's budget, has already sanctioned Rs298.67 crore for police housing. "A separate amount of Rs500 crore has been given to the corporation for the same. We will soon come up with a redevelopment scheme for BDD chawl," Fadnavis said.

In December 2014, Fadnavis had handed over construction of police houses to the housing corporation instead of the public works department after the latter was accused of not doing its job well.
