Maharashtra: Special kids can get older writers for SSC, HSC exams

The state government will give concessions in academics and examinations to students with special needs from Class 1 to 9 as well as Class 11. Till now, only students with special needs of Class 10 and 12 were considered for concessions in board examinations. Not only this, students with special needs of grade 10 and 12 can now avail writers of older age with prior permission of their schools.

dna was first to report on November 6, 2015 that the state government will soon come out with a government resolution (GR) on revised concessions for students with special needs.

It is for the first time that the education department has decided to provide older writers for students with special needs appearing for the Secondary School Certificate (SSC) and HSC (Higher Secondary Certificate) examinations.

The state government committee of experts, which was formed with officials and representatives from the education department, state board of secondary and higher secondary education and from organisations that work for special education, met on October 26 last year and recommended suggestions regarding the issue.

The committee was headed by Gangadhar Mhamane, chairman, Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE). The panel initially met twice last year and in the third meeting, experts from organisations that work with children with special needs were also invited.

Education minister Vinod Tawde said, "The students with special needs should also be treated equally. They need help for progress in academics, which is why the state government has come out with this GR where not just SSC and HSC students with special needs are given revised concessions, but also students with special needs from Class 1 to 9 to get benefits."

Mhamane said, "We worked with experts to come out with these revised concessions. I am sure it will be welcomed by many students and their parents. For the first time, SSC and HSC students will be allowed to take writers of older age who should not be their relatives. On top of that students with special needs from Class 1 to 9 and 11 will also now benefit with concessions."

Founder-chairperson of Sols'Arc Sonali Saini, who was part of the expert committee for revised concessions for children with special needs, said: "The government resolution is very progressive and in a very good tone going with time. But there is no subject choice given for the mentally challenged students and no mention of slow learners in the GR. At least 7% of children are slow learners. Autistic students will benefit more from the rest break during the exam."
