Maharashtra: Don’t involve touts to find shortcuts, says Transport Minister

Minister of Transport Diwakar Raote supported the move of banning agents from Regional Transport Offices across Maharashtra.

Speaking to dna he hinted that there is corruption involved in the RTOs through the touts who have been denied entry starting from Monday, "Corruption should stop, so touts should be banned from getting involved in the works done at the RTO."

According to him public should themselves come forward to get their transport department related work done. "Self help is the best help. Do not involve touts in an attempt to finding shortcuts," said Raote.

"We want people to themselves participate in their own work. They should not depend upon anyone. Wherever there are issues or doubts, our staff will be there to guide them," added Raote.

When asked if 'one-window clearance' is there on cards to streamline and speeden up formalities and processes, he replied in negative by stating that they have not given it a thought and he will decide only after the bureaucrat or administration suggests him about it.

Additionally there is no plan to appoint 'authorised agents' so that the interference of touts is completely removed.

Transport Commissioner Mahesh Zagade on January 12 had sent a 'Red Inked letter' to all RTOs asking them to 'get rid of agents in the transport offices'. The warning included an instruction to send a written reply by January 17 on how they officials have completely eliminated presence of agents from the system.

"I will visit your offices incognito from 19/01/2015 and warn you that instant disciplinary action would be taken if this anti-people and undemocratic practice is found to be in existence in your jurisdiction." read the letter.

NEW ROAD SAFETY DRAFT BILL PROVISIONS
As per the draft bill, a National Unified Information System will be created thereby centralising details on vehicle registrations, driving licences, insurance, permits, etc. There will also be a Unified Driving Licensing System as well as Automated Driving Licences so that the present system of RTOs can be scrapped and involvement of touts is also discouraged.
