Lower Parel's Delisle ROB: Private agencies seek permit to lay cables below the tracks

The private companies, government agencies and utilities owning cables and wires - which pass over this ROB - have asked for time to disconnect it and take it underground.

Despite the fact that Chief Minister Devendra Fadnavis and Union Railway minister Piyush Goyal came together to sort out the issue of rebuilding the Delisle road over bridge at Lower Parel; the situation still is not crystal clear. The private companies, government agencies and utilities owning cables and wires - which pass over this ROB - have asked for time to disconnect it and take it underground.

Sources in Western Railway said that the private companies have approached them asking for permission to give some time for removing these cables. "They want to take these cables below the tracks for which block will have to be given," said a WR official. As of now, the asphalt from the road have been scrapped, paver blocks on footpaths have been removed. Sources said that they will soon take permission from Commissioner of Railway Safety for cutting the cement concrete slabs of this bridge for purpose of dismantling.

At present the cables have not been removed and unless that is done; it will delay the process of dismantling this 97 year old ROB and rebuilding a new one. If it is haphazardly done then it will only disrupt services partially in central Mumbai in and around this area. The cables include that of telephone, mobile and internet networks, electricity and other vital supplies passing through this ROB.

Sources said that the WR have been asked to closely monitor the whole work as the deadline given for dismantling is 3 months. During this period, the WR and BMC will sit together and decide the reconstruction procedure. For long the two government agencies were arguing over who shall build the new bridge after its demolition.

However at the joint meeting held on Thursday between the two ministers, it was cleared that the portion above rail tracks will be built by the railways while the approach roads will be done by the BMC; thus ending the bickering. Also the agencies have been given a deadline of one year for readying the new ROB in its place.

The ROB was shut to both traffic as well as pedestrians on July 24 following a joint safety audit undertaken by the BMC, railways and IIT Bombay in the aftermath of the collapse of a portion of the Gokhale ROB in Andheri on July 3. During the inspection, it was found that the cross girders of the ROB are highly corroded and need to be replaced. Later, pedestrian movement was partially allowed on the approach road.
