LMO goes digital to combat graft

Move by Weights & Measure department is to help curb growing nexus between officials & traders

In an effort to weed out corruption and nexus between its men and businessmen, the Legal Metrology Organisation (LMO) Weights & Measure department has made the process to obtain & renew licenses from their department, fully computerized. 

Now on, the applicant can apply online for new and renewal of licenses and the computer would randomly select an inspector from the particular zone to process the application. In two working days, the inspector will have to submit his report to the department.

According to an LMO official, earlier process of granting licenses was not only time consuming but was also non-transparent. “An applicant used to apply in the department for new or renewal of his licenses. The department then used to assign an inspector to look into the matter. The inspector would then pay an inspection visit, hold meetings with the applicant and once he is satisfied, he would clear the file. The process would some time take months and at times, the inspector would just sit on the file and not clear it for months. In some cases, a clear nexus between inspectors and applicants could be seen,” said the official.

Speaking on this new digital move of the department, Controller of LMO, Amitabh Gupta, said. “Now, we have provided a complete checklist for applicants. After the applicant upload online all required documents mentioned in the checklist, the computer would randomly allot the case to an inspector. The said inspector would have to then verify all the documents and do spot inspection and submit his report on the website within two working days, failing which he will be liable for departmental action. Once the superior officers are convinced that the documents are clear, the applicant would have to make an online payment for licenses and he can then get the licenses online itself.”

“We have reduced the human interface to almost zero percent. Every process has been put keeping Right to Services in mind. It is a great step in case of transparency. There are eight to 25 LMO inspectors in each district. LMO issues as many as 3300 different licenses for manufacturing, repair and dealership of equipment of weight & measures. 1800 licenses have come for renewal this year,” Gupta said.
