Frame rules to save time on building judicial infrastructure, Maharashtra government told

The Bombay high court on Wednesday asked the government to lay down standard procedures for execution of minor works, which do not involve huge capital expenditure, with regard to judicial infrastructure. The court said this was necessary for time-bound action as well as reducing unnecessary paperwork.

The Bombay high court on Wednesday asked the government to lay down standard procedures for execution of minor works, which do not involve huge capital expenditure, with regard to judicial infrastructure. The court said this was necessary for time-bound action as well as reducing unnecessary paperwork.

A division bench of Justice Abhay Oka and Justice A P Bhangale observed, "Is there any standard operating procedure to be followed to sanction a proposal for minor issues with regards to infrastructure in courts?" The court directed the state government to reply by Friday about the procedure being followed and by when it would upload the bare and amended acts pertaining to the issue on the internet.

The court said that the existing practice had serious drawbacks. "This cannot go on, someday this has to be corrected." This bench made this observation after government pleader A B Vagyani informed the court that the state government would take three months to upload the acts on the website.

The court also suggested to the state to give discretion to the high court administration for using the funds allotted for judicial infrastructure instead of it being diverted through PWD. For instance, the court said, some water coolers were purchased, but could not be used as funds were not allotted for installation.

The directions were given during the hearing of a PIL filed by Litigants Association of Maharashtra, pointing out the decrepit conditions of several courts, where toilets are not cleaned for days and clean drinking water is not available. The court has now adjourned the hearing to Friday.
