The Central Bureau of Investigation (CBI) sleuths have booked a superintendent of Central Excise and Customs (CS&C) for allegedly agreeing to pay bribe to a Ministry of Finance official in New Delhi for favourably processing his file for promotion to the rank of Assistant Commissioner. The ministry official and a government servant too have been booked in the said case. All three accused — Ashish Thakur, SK Swaminathan and Ravindra Mandal – have been arrested by the CBI.

Ashish Thakur is an assistant section officer in the Central Board of Excise & Customs in the Ministry of Finance, New Delhi; SK Swaminathan is a superintendent CS&C at GST in Mumbai; and Ravindra Mandal is an examiner at Sahar Cargo Complex in Mumbai.

CBI received specific information that a few months ago, Swaminathan had approached Thakur for favourable consideration of the file pertaining to his promotion that was stuck due to certain disciplinary proceedings pending against him.

Thakur assured Swaminathan that he would favourably process his file for a “fee”, which would be transacted through his contact, Mandal. Swaminathan and Mandal allegedly met for this on December 30.

“During the meeting, Swaminathan telephoned Thakur, who demanded “50” from Swaminathan to see that the promotion order is issued shortly,” said a CBI official. “Swaminathan offered to pay half the amount in advance, and the remaining after the order was issued. The money was to be deposited in a bank account stated by Thakur. We have registered a case against the three government servants under the provisions of Prevention of Corruption Act.”
