Driving licence tests to be held at bus depots

The Maharashtra Transport Department is looking at bus depots to train motorists applying for driving licenses. 

This comes after the Khatua Committee asked the transport department to ensure proper training of people applying for driving licences.

The transport department on behalf of Borivali Regional Transport Office (RTO) has sought temporary land from the BEST at Dahisar. This will be mainly used as a test track for motorists coming in to procure learners and permanent driving licenses. At this point of time, the two RTOs of Wadala and Borivali don't have designated test track; tests are conducted on busy roads where regular vehicles ply.

The remaining two RTOs at Tardeo and Andheri have badly damaged test tracks. Sources in Borivali RTO — that caters to vehicles falling between Goregaon and Dahisar — said that they have asked the BEST Undertaking to let them use almost over 3,000 sq ms of plot lying unused inside Kandarpada depot.

The total land space of this depot is 6,050 sq m, which can accommodate 70 buses easily. "The transport department asked us to give land for a period of four months," said Surendra Bagde, General Manager, BEST Undertaking.

BEST will get Rs 1 lakh per month as rent from the RTO for using this space. Sources said that initially they had asked for this plot for two hours but then they decided to take it for a period of 4months in totality. The RTOs are looking at acquiring a 250-metre stretch of land to set up driving test tracks.

Presently, driving schools are also taking their students to RTOs where they are asked to drive in front of RTO officers. "It becomes risky as there are pedestrians and other regular vehicles plying on the same road where we conduct the tests," said an RTO official.

The Wadala RTO, too, is in bad shape. It doesn't have a dedicated testing track and learners end up driving near Wadala truck terminal. The Andheri RTO has not maintained the driving track well, which is nothing but a bumpy stone-filled ground.

The BC Khatua Committee, in its recently submitted report to the Maharashtra government, asked the transport department to setup driving institutes and also provide refresher courses to people from time to time. The committee has pointed out that the quality of driving needs improvement for which steps have to be taken.
