DNA EXCLUSIVE: Maha Govt releases model RFP for construction of 19.40 lakh homes under PMAY

Maharashtra government, in a bid to put on fast track the construction of 19.40 lakh homes under the Prime Minister's Awas Yojana (PMAY) in 382 cities, has released a model request for proposal (RFP) document. The government hopes the model RFP document will bring in uniformity in the tendering process for the selection of land and developer. The bidding process will be carried out by municipal corporations, municipalities (urban local bodies), notified area councils (nagar panchayat) and various government undertakings such as City and Industrial Development Corporation, Nagpur Improvement Trust and metropolitan authorities of Pune, Aurangabad, Nashik and Nagpur.

As reported earlier by DNA, the proposed affordable homes for economically weaker sections and lower income groups will be built based on the public private partnership (PPP) model. The government has proposed 2.5 floor space index and a slew of incentives.

State housing department officer told DNA,'' In order to bring in transparency and avoid human interface, it is binding on the bidders to have a valid digital signature certificate and they should submit their offer online. The RFP price and earnest money deposit will have to be submitted online. Further, bidder may submit more than one bid for different locations. ''

As far as the selection of land is concerned, the government in model RFP has proposed that marks will be alloted depending on its location. If the land is adjacent to public roads and domestic services including utilities and main drainage system, accessible for waste removal then the bidder will get 15 marks. In case of land having access within 100 meters to public roads and domestic services will get 10 marks.

This apart, marks will be given considering factors such as flood risks, sustainability, existence of local infrastructure such as schools, health care facilities, cultural and religious facilities.

According to the model RFP, private parties, who will minimum 70 out of 100 marks in technical criteria, will be eligible for financial evaluation. The prices of the 50% of the houses constructed on the total available construction area, will be decided as per the prevailing pricing policies of Maharashtra Housing and Area Development Authority (MHADA). ''
