Even as the deputy director of school education, in a letter, explained to the authorities of the Indian Education Society (IES) Modern English School in Dadar that the fees can be hiked only after two years and not every year, the parents of students have alleged that the school has asked them the to pay hiked fees.

They further alleged that the parents are expected to sign a declaration form given with the school diary, which states that the fee is likely to be increased every year.

In April, parents of school's secondary section students complained to the deputy director of school education regarding the fee hike. According to the parents, the school hiked the fees by 15% in the second consecutive year. As per rules, the fees decided for academic year 2015-2016 should continue for the academic year 2016-2017. The deputy director then issued a letter to the parents as well as the school authorities in this regard on June 16.

Ashish Kumar (name changed), a parent, said, "The school authorities are not following the deputy director's instructions, claiming they have not received any letter from the education department. They are forcing parents to pay the hiked fee. We have already sent the fees as per the old structure to the school through registered AD."

Echoing Kumar's sentiments, another parent said, "School teachers have asked students to bring a declaration form signed by parents. The form mentions that keeping in view the escalation in costs due to various factors, upward version in the fees is likely to occur every year. The rules, however, are clear that the school fees should remain the same for at least two years."

When contacted, IES trustee Satist Nayak said, "Regarding the deputy director's letter, we are moving the court because as per section 51, nobody has the authority to stop or reduce fees, once it is approved by the PTA. And regarding the declaration form, fee is one of the general points that is included every year in the diary of students."
