Cluster scheme can bring back Mumbai's lustre

The model will improve Mumbaikars' quality of life by providing more open space, green cover and wider roads.

Cluster development is the answer to Mumbai’s perennial problems such as lack of open space and green cover. Under the scheme, a developer has to club several individual buildings and the minimum area required is one acre or 4,000 sq mt.

“While redeveloping individual buildings, it is very difficult to provide all facilities and amenities due to a small layout. In cluster development, a developer can avail a floor space index (FSI) of 4.
The large size of plots in a cluster model will help create open spaces or convert them into gardens,” said Pankaj Joshi, executive director at Urban Development Research Institute (UDRI).
It will also help the city get better, bigger and wider roads, he added.

“Besides well-planned sewerage facilities, we will have enough parking space within the building as well. This move will resolve the parking-on-road issue. It will also lead to traffic decongestion. The city will look better and people will spend lesser time on travelling,” said Joshi.

Prakash Bobade from the Ajmera Group told dna that his group has developed a mega residential complex at Bhakti Park, Wadala, in 100 acres.

“We developed a 25-acre garden at the heart of the city. Actually, it was a dump yard, but the BMC helped us develop it as a beautiful garden. Such type of projects need to be undertaken by developers. The state should also motivate the developers by offering additional FSI. Mumbai must evolve like other international cities,” said Bobade.

“Dumping grounds are almost full. There is virtually no space to dump garbage now. In cluster development, we can set up a separate and dedicated garbage processing plant. By using it, we can also generate electricity. Rainwater harvesting can be done and it will meet the non-potable water demand. We need to have self-sustaining development,” he said, adding that cluster development will not put any burden on the existing infrastructure.

“Several families are cramming themselves into small rooms. After cluster development, there will be bigger rooms and separate sanitation facilities. Cluster development will improve quality of life,” said an urban expert.
