Chikki Scam | Pankaja Munde's inexperience got her caught; Congress was doing the same: Whistle-blower

Bringing a fresh twist to the chikki scam, a whistle-blower from the Women and Child Development (WCD) Department has sent an e-mail to chief minster Devendra Fadnavis's office, explaining the modus operandi behind placing orders in the department. The whistle-blower, who calls himself a "clean man", has alleged that most companies to which orders are being placed are "benami companies" floated by the department's senior officials and the practice has been on for over a decade now.

The chief minister's office confirmed receiving the mail on June 29 and has claimed to have forwarded it to the department concerned for necessary action.

The e-mail, that seeks an inquiry into the allegations, has further raised questions about the same officers holding one office for over 10 years in the Integrated Child Development Services Commission. It has been alleged that two officers, one of whom retired recently, held senior positions in the commission for over a decade and managed these dubious orders. They, however, took ministers and secretaries in confidence, claims the e-mail.

"Most of these companies and suppliers are interlinked with the minister, secretary of the Integrated Child Development Services commissioner. In the past, a few smart officers have run their benami companies," reads the mail, giving names and details of all such officers.

"The recent news of WCD (department) purchases rocked the state and the nation as if something new had happened. On the contrary, it's just the old practice followed by inexperienced BJP leadership, who tried to follow the modus operandi defined by the Congress regime," reads the mail.

As per the mail, the benami companies supply things right from furniture, take-home rations, ayurvedic biscuits to electronic physio-growth monitors, and also do printing work. The mail gives clear details of all the companies.

It further alleges that officers, besides running benami companies, take favours, such as getting their daughter's wedding sponsored, and seeking arrangements of stay in Mumbai, where they are entertained by prostitutes, among others.

"Please find the truth based on the above clues. We all are looking towards you as a neat, clean, dynamic and progress-oriented chief minister. Please, therefore, bring all the above crimes to justice and immediately take action against the fraud officers," reads the mail.

The mail also says that in the last few years the same was brought to the notice of the previous chief minister through repeated e-mails but no action was taken.
