BMC awaits Centre's clearance for Coastal Road project

A Chinese firm named China Gezhouba Group Company has submitted its financial bids and the BMC has furthered the bids to the central government for clearance on part of security, source of funds et cetera

The Coastal Road project's construction is likely to miss its second deadline as the Brihanmumbai Municipal Corporation (BMC) is awaiting clearance from Ministry of Roads Transport and Highways (MRTH).

A Chinese firm named China Gezhouba Group Company has submitted its financial bids and the BMC has furthered the bids to the central government for clearance on part of security, source of funds et cetera. "We have sent the bidders documents to MRTH in December 2017 itself and from last three months waiting for their clearance," an official from BMC told DNA.

Coastal Road is the BMC's crucial and ambitious project estimated at a cost of Rs 15,000 crore. The 29.2 km coastal road starts from Princess Street (Marine Drive) and ends at Kandivali. The BMC had last year floated tenders for the Phase 1 (southern part) of the project, which is a 9.98 km stretch from Princess Street to Worli Sea Face at estimated cost of Rs 5,303 crore. 

Out of the 13 firms which had qualified for phase 1, was China Gezhouba Group Company. Being a foreign bidder, BMC has sent the bidders details to central government and is waiting for the clearance.

"In a circular by MRTH in May-June 2017, it has been stated that if there is any foreign bidder for a project, central government's clearance is mandatory. You cannot stop any foreign company to bid for a project, let it be from any country. The Chinese company has qualified the bidding procedure thus, the final clearance is with MRTH only(sic)", the officer said.

Another foreign company who has qualified for phase 1 is Hyundai Development Company. "The financial bid for one package is extended to March 22 and after all scrutiny, the work of coastal road can start only by May end or June," the officer added.

  • But packet C of financial bids will open in April end
     
  • On ground work can start only in May end
     
  • However, BMC is yet to get clearance from Central Govt on foreign bidders
