Finance Minister Arun Jaitley on Thursday said that the banks will recover every penny from Vijay Mallya.

He also said that Congress, which was in power for 10 years till 2014, never took any steps to recover the loans.

Vijay Mallya was the topic of discussions in the Rajya Sabha on Thursday with Congress leaders questioned the government on why they allowed Mallya to leave the country.

Finance Minister Arun Jaitley in his reply said, "Vijay Mallya was given banking facility for the 1st time in 2004 even when his account wasn't in order. Why that happened is something the CBI is looking into."

"The first sanction of loans to Mallya was in 2004. The second sanction of loans to him was done in 2009," he said

Jaitley further said that when Lalit Modi went abroad, Congress was in power and a case was registered under FEMA.

The government further said that Mallya is not a saint for us.

Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad said, "Vijay Mallya is not a needle that he couldn't be caught. He can be seen for 1 km away. I accuse this government - why was Vijay Mallya not arrested, why was his passport not seized?"

Congress leader Jairam Ramesh had question the government saying, "Banks did not file case till 5th March, when AG told that Vijay Mallya left the nation.

He further said, "The question is not about who gave loans to Mallya, the question is why was he allowed to leave India."

Earlier, Mallya had apparently managed to leave the country in spite of a look-out notice against him by CBI.

The agency has also asked the rest of the 17 banks which had given loans to now defunct Kingfisher Airlines to declare these loans as fraud, on the lines of IDBI bank, after which it can take over probe in their cases as well.

CBI sources had claimed the agency had taken all legally-permissible precautions including issuance of look-out notices to all exit points from the country to prevent any such move on part of the Rajya Sabha MP but he still managed to escape.

The sources said look-out notices are issued to alert immigration authorities to prevent any move of a person facing probe from leaving the country. SBI, which leads the consortium of 17 banks that lent money to the grounded Kingfisher Airlines, had moved DRT in Bengaluru against the airline's chairman Mallya in its bid to recover over Rs 7,000 crore of dues from him.
