Perhaps the speculated idea of having two deputy chief ministers on the lines of Uttar Pradesh is delaying the cabinet reshuffle in Rajasthan. Uttar Pradesh has two deputy chief ministers to get the caste equation right. One is from backward class - Keshav Prasad Mauraya and the other one represents Brahmin community - Dinesh Sharma. The party wants to implement this formula in Rajasthan as well to diffuse the dissent among voters and party workers ahead of the assembly elections.

“The central and state leadership is not able to reach any conclusion on deputy chief ministers. It’s delaying the exercise of cabinet reshuffle, which is imminent keeping in mind the strong dissent against some non performing ministers and induction of fresh faces for balancing out the caste equation.

However, history doesn’t favour the situation of having deputy chief ministers in the state. So far, there have been four deputy chief ministers in Rajasthan on three occasions - Tikaram Paliwal, Hari Shankar Bhabhra, Kamla Beniwal and Banwari Lal Bairwa. Only once the ruling party came back to power after having this arrangement. 

That was Congress in 1954 when the party made Tikaram Paliwal deputy chief minister in 1952. On other two occasions the ruling party lost badly. BJP stalwart Bhairon Singh Shekhawat made Hari Shankar Bhabhra deputy CM during 1993-1998. But the party lost the elections in 1998. Similarly, Ashok Gehlot made two deputy CMs - Banwari Lal Bairwa and Kamla Beniwal - to balance the caste equation before the assembly polls in 2003. But Congress lost miserably.

“History shows that the tradition of having deputy CM doesn’t end up well in elections. The party is just pondering on these facts before taking a final decision,” said a BJP leader.
