Rajasthan assembly was stalled momentarily on Thursday when the Rashtriya Loktantrik Party (RLP) chief Hanuman Beniwal disrupted governor Kalyan Singh’s address to the House. This was also the day when newly elected Speaker CP Joshi presided over the day’s proceedings.

Beniwal made derogatory remarks against the governor prompting BJP legislators to protest against the uncharacteristic insinuation which resulted in the adjournment of the house. The comments were recorded in the proceedings, though BJP demanded Speaker CP Joshi take action against the RLP legislator for his remarks against governor Singh.

Matters came to a boil when the governor started to read out the address. Beniwal along with his party MLAs walked up to the well of the House and climbed on a platform facing the Assembly secretary’s chair and hurled a volley of remarks against Governor Singh.

Singh began by congratulating the newly elected MLAs and carried on with the address, but Parliamentary Affairs Minister Shanti Dhariwal requested him to table the speech.

Beniwal demanded immediate procurement of the Moong beans crop. His behaviour provoked BJP members who criticized him for confronting the governor. This led to the first adjournment of the House.

When the house reassembled, Leader of the Opposition, Gulab Chand Kataria, criticized Beniwal for his unruly behaviour. “Earlier the members raised issues during the governor’s address. It is for the first time that such demeaning language has been used for the governor and they even attempted to climb the chair,” Kataria said.

His remarks prompted Beniwal and BSP MLA Rajendra Gudha to storm into the well. The BJP legislators also entered the well leaving their benches and demanded strong action against the BSP MLAs.

Both speaker CP Joshi and chief minister Ashok Gehlot condemned the episode. “It is a matter of shame that such an incident happened today. “We have to ensure sanctity of the House. I am cautioning again that if any such incident happens again, I will take strict action,” said a visibly angry Joshi. The speaker added that the matter raised by the MLAs may have significance but there are proper rules for raising the issues and the members of the House must follow them. The address is no part of the proceedings, Joshi clarified.

‘Not Enough’

Leader of Opposition Gulab Chand Kataria was not satisfied with the chair and warned that if needed, the Opposition will not let the House run for even five years if strict action is not taken against such behaviour. This led to a heated argument between Kataria and the Hanuman Beniwal. Later the chair adjourned the house till 11am Friday.
