Rajasthan: Plan to regularise shops, offices in residential areas

The state government is exploring options to regularise shops and offices in residential areas under the urban local bodies. Provisions for the purpose have been made in the development control regulations currently under consideration of the urban development department. Expected to benefit large number of commercial unit owners, the state government intends to implement them before upcoming assembly elections.

“A draft of the regulations has been approved by the urban development minister and sent to additional solicitor general office for legal opinion,” said an official.

It had been for a couple of years that the state government has been making efforts in the direction. However, the process has remain stalled following restrictions imposed by Rajasthan high court on alterations in land use depicted in master development plan. The state government since has been seeking alternative provisions in development regulations for regularisation of these units.

Development of zonal plans is thus intended to override the provision of the master plan, which was earlier provision under the proposed ‘Rajasthan Regional and Urban Planning Bill 2018’. The bill though was not tabled at the last session of the assembly, the government has decided to prepare zonal development plan under the existing laws.

The land use map along with base map of the area is proposed to be referred to respective urban local body for extension of various municipal services, such as land use change, building plan approval and others.

The government intends to implement this plan before upcoming assembly polls as it is expected to benefit large number of commercial unit owners.
