Jaipur: UDH department relaxes norms for minimum development

Relaxation will benefit people holding properties at under developed schemes

The urban development bodies that are unable to provide minimum basic infrastructure will not be able to charge penalty against non-development from the property owners.

An empowered committee established under the provision of CM Urban Welfare Scheme has ordered for the extension in the minimum construction duration restrictions applicable on properties allotted or auctioned by the urban bodies.

According to the Rajasthan Improvement Trust (Disposal of Urban Land) Rules 1974, those to be allotted land by the urban bodies must develop it in stipulated time. Properties to remain undeveloped after the duration are subject to penalty or cancellation of allotment.

“A committee has been constituted to calculate and report on development of the area at which the concern properties are located and accordingly the duration of development on property be calculated,” said a urban development officer.

Thus even if a person has got possession of land in an underdeveloped area, his duration of minimum development will commence only after the neighbourhood is reported developed by the committee. 

However, for those to be allotted land in already developed area, the duration for development be calculated from date of possession.

The properties upto 1,000 square meter need to be constructed within 3 years, 1000-5000 square meter properties require to be constructed in 5 years while the even bigger ones need to be developed in 7 years duration. Those unable to develop in the duration are can continue to hold it for three more years on payment of resumption fees of 1 per cent of the reserved price for every year. Thereafter undeveloped land is restored to the urban body.

The relaxation is expected to benefit large number of people holding properties at under developed schemes of the urban bodies.

RELAXATION

A relaxation for them has arrived just months before assembly elections in the state. Along with the relaxation the state government has also extended the deadline for accepting applications from ‘Gadariya Lohar’ community members for free allotment of land.
