Gurjars call off stir, agree to 16-point government proposal

The Gurjar reservation agitation committee has dropped its agitation plans after rounds of discussion and a 16-point agreement with tri-minister committee. The agitation for sub-categorisation of OBC reservation was announced at the Gurjar Mahapanchayat held at Bayana, Bharatpur, on May 15. The mahapanchayat had voted to commence the agitation from May 23 after rejecting the state government’s proposal.

However, days before the agitation, the committee of cabinet ministers, Rajendra Rathore, Arun Chaturvedi and Hem Singh Bhadana was able to convince the Gurjar leaders to accept an agreement after hours of discussion held on Saturday. The discussion also moved from secretariat to chief minister’s residence for a while before the agitation leaders accept the proposal. “We have signed on an agreement and its does not need the approval of the  mahapanchayat,” said an agitation leader. “Now, a memorial ceremony shall be held on the day to remember those to have laid their lives for the cause,” he said about the new plans for the day.

It was on May 23 in 2008 that 18 people were killed in police firing at Karvadi village of Bayana during the first major agitation of the Gurjar community for reservation. The total number of casualties till now has reached 72 and the issue continues and thus not all agitation leaders are convinced by the government assurance.

The last agitation had ended after agreement on 5 percent reservation to the Gurjars and five other communities by sub-categorisation of the OBC reservation in the state. The bill passed by government for the purpose though was rejected by high court as government had increased the quota of OBC and total reservation exceeded 50 per cent. “The state government had moved a SLP in the Supreme Court and if its submission is upheld by the apex court, the quota shall be considered implemented in all vacancies being released in the meantime,” read the first point of the agreement signed on Saturday.
