Unofficial transfers irk Karnataka education minister

Delegating work, most managers would tell you, is the smartest way of functioning. It optimises performance and gives subordinates the opportunity to take decisions.

But Nagambika Devi, commissioner, state department of collegiate education, seems to have taken this management tip too seriously. So seriously that it has put her boss, state higher education minister Aravinda Limbavali, in a spot.

Devi cleared the transfer orders of nearly 289 teaching and non-teaching staff without bringing it to the notice of the minister. Sources from the department told DNA that Devi had allegedly used Limbavali and chief minister’s name to okay the transfers. 

The minister had absolutely no idea about the transfers. Limbavali realised his official’s blunder only after the disgruntled employees approached the Karnataka Administrative Tribunal (KAT). The angry minister has shot two stinkers to Devi, demanding an explanation. “The minister had issued two memos asking for an explanation but till today he has not received any reply,” a source close to the minister told DNA.

“I have no idea about this. I have referred for 139 transfers. But later I got to know that more than 250 employees were transferred and my name had been used. We will wait for the commissioner’s reply,” said Limbavali.

The rulebook says transfers need the consent of the minister. “It is necessary to take the minister’s approval. Transferring the employees who were posted one year ago and serving their probationary period is illegal,” a former state education department official said.  “I am a physics lecturer and I have been transferred to the college where there is no science course existing,” said one of the lecturer who was transferred.

“Most of us who were transferred were appointed last year through the Karnataka Public Service Commission (KPSC). Instead of transferring those who are in the same college from last 20 years, the department had transferred us,” complained another lecturer.
