In a clear step to nail all those responsible for the Commonwealth Games (CWG) mess, the government paved the way on Monday for a “no-holds-barred” probe by a high-level committee headed by former comptroller and auditor general (CAG) VK Shunglu. The committee will recommend action against the culprits.

As per the terms of reference finalised for the committee, Shunglu has a clear mandate to not spare anyone and bring to book all responsible for the mess.

The committee will examine “weaknesses in management, alleged misappropriation, irregularities, wasteful expenditure and wrongdoing in the conduct of the Games.”

The former CAG will also look into issues relating to financing the Games, including estimates of revenue and expenditure.
IAS officer Shantanu Consul, who is secretary in the department of personnel and training (DoPT), will be the second member of the Shunglu committee. Consul will join the committee after retirement on October 31.

Prime minister Manmohan Singh had formed the committee on October 15, a day after the Games finished, to look into their organisation and conduct and also to draw lessons from it. The committee is to submit its report in three months.

Coordination among various government agencies involved in the development of infrastructure and conduct of the Games was a major problem in run-up to the Games. This will be also under the committee’s scanner.

Shunglu will also look into the “role of international/national advisors/consultants/officials of the [Suresh Kalmadi-led] organising committee in the conduct of the Games”.

He will also look into the “planning and execution of development projects related to the Games and contracts for service delivery, with reference to time, cost and quality. The issues relating to the effectiveness of the organisational structure and governance for organisation, preparation and conduct of the Games at all levels, including the organising committee and its key functional areas”.

Besides studying “the overall impact of the Games, including legacy for city [Delhi] infrastructure, sports infrastructure and sports development, the committee’s terms of reference include “the lessons learnt for the future … including establishment of a mechanism for laying down timeframes and effective monitoring, creation of a legally sustainable framework for hosting similar international sporting events, appropriate financial management and internal audit, media interaction and communication”.

Rubbishing all speculation of a limited role, the terms of reference reiterate that the committee can look at “any other areas considered relevant”.

According to an official statement, the committee “will decide its own procedures and mode of inquiry. All ministries and departments of the central and state governments have been directed to extend full cooperation and assistance to the committee”.
