Range forest officer’s suicide raises bribe stink in GEER Foundation

A day after the body of Yadvendrasinh Chauhan, 44, a range forest officer (RFO), was recovered from Narmada canal in Gandhinagar, the suicide case got more complicated.

The police registered an FIR against  GEER — Gujarat Ecological Education and Research (GEER) Foundation — director Bharat Pathak, deputy director NK Nanda, and DFO Suman Gurjar, on Thursday. While there is no clarity yet on  what led to his suicide, DNA learnt that  one of the reasons could be the difference in the way the  institute was run earlier and now.

The current dispensation was seemingly not clear how to honour  'verbal' commitments made by the previous   director CN Pandey to the deceased. 

Though the suicide note focuses on financial irregularities, the police was baffled that  an affidavit made by Chauhan in July 2010 stating that some officials were asking him to indulge in corruption did not mention Pathak's name.  Sources claimed that Yadvendrasinh was doing a project (Butterfly Park at Indroda Nature Park) for which he needed Rs10 lakh. However, the money was not being sanctioned despite 'verbal approval' by Pandey. The police is also learnt to be investigating Chauhan being an alcoholic.

Chandansinh Chauhan, father of the deceased, has mentioned in the FIR that for last three-four months, Yadvendrasinh was harassed by the officials.

It says that on March 24 the victim resumed his duty after returning from leave but he was forced to sit outside the office. It also says the RFO was asked to do things which he didn't want (read corruption).The police said that was why the three officials had been booked.

"My son was propelled to commit suicide. He was honest but fell victim to the corrupt system in the foundation. He had told me so many times that his senior officials always wanted their share in the projects he would do. For example, if he got a project worth Rs1lakh, his senior officer would instruct him to spend only half of it and distribute the rest of the amount among themselves,” Chandansinh alleged.

Sources claimed that Yadvendrasinh  needed Rs10 lakh for the butterfly project. However, the money was not being sanctioned despite verbal approval by the then director Pandey.

However, Pathak reportedly sanctioned Rs7 lakh but the rest of the money was not being sanctioned, which was taking a toll on the project. Chandansinh said that the foundation had to sanction Rs3 lakh. His son had spent Rs1.5 lakh from his pocket on the project and the lenders were after him to get their money back. 

What remains a mystery is how come a project worth Rs10 lakh got verbal approval from senior officials and it got going without any paper work! The complainant alleged that from the sanctioned project his son had been repeatedly asked to use only 50% of money in the project and distribute the rest of the amount among officials.
