Prez medal for tainted top cop raises eyebrows

Prasun Mukherjee, the former Kolkata police commissioner who was removed from the post after the suicide of computer graphics teacher Rizwanur Rahman, has received the president’s medal for professional achievement this year.

The medal for Mukherjee has created discontent in the IPS circle of West Bengal. Questions are being raised on how Mukherjee, who has a departmental inquiry pending against him in the case, could be chosen for such a prestigious award. The same feelings were evident at the beginning of the year, when Mukherjee was made director-general and his deputation to BPR&D was cleared by the Centre.

Some IPS officers are wondering how Mukherjee has managed to bag the prestigious award, while four other officers who were also removed from their posts because of their involvement in the case have not been able to get promotions.

A senior IPS officer said that like Mukherjee, the CBI sought an enquiry against the erstwhile deputy commissioner (headquarters) of Kolkata Police, Gyanwant Singh. “Though eligible for promotion to the rank of deputy inspector general way back, Singh is still serving in the rank of superintendent as his promotion has been withheld for the time being since the inquiry is still pending. Even Singh’s juniors have been promoted to DIG ranks. Then how can another officer receive such preferential treatment?” said a member of the state IPS Association.

Another tainted IPS officer, the former deputy commissioner (detective department), Ajay Kumar, faces the same fate as Singh. Kumar too is still serving as a superintendent even though he has long been eligible for promotion to DIG rank.

The condition of former assistant commissioner Sukanti Chakrabarty, is worse. He has retired but superannuation benefits have been withheld because of pending enquires. The fourth officer, sub-inspector Krishnendu Das, is still waiting to be promoted to the rank of inspector.
