Prime minister Manmohan Singh has set up a performance management committee (PMC) to evaluate his ministers. The panel is headed by the cabinet secretary and includes the finance secretary, law secretary, secretary to the Planning Commission and the secretaries of the respective ministries.
The panel’s report will be presented to the cabinet on June 1 every year and also put up on the website of each ministry to ensure transparency.
As per the performance format, each ministry will have to specify a yearlong action plan along with a time table for implementation.
Each ministry will have to complete the draft report and result framework document by March 31, display the result framework on its website by April 15, present a midterm progress report to the PMC by October 15 and put up the report on its website by November 1.
