Online vigil by CMO leaves Gujarat babus on edge

Chief minister Narendra Modi’s latest flagship scheme for administrative reforms started under Swagat programme, one-day, one-district (ODOD), has unnerved quite a few senior officials in the state government. What has upset the bureaucrats most is the direct online monitoring by the CM Office (CMO) of the efforts being put in by district in-charge and super in-charge IAS officials along with secretaries of the department concerned.

The CMO had instructed that a new application be developed on the integrated work and document management system (IWDMS), the state-wide intranet of the government.

Through a government resolution (GR) issued around two months back, the state government had made it mandatory for district officials to list the issues they encounter in implementing the schemes of various departments. The secretary of the department concerned will have to take decision and direct his nodal officer to take action.

However, it was less smooth than it appeared in words. “This became quite clear to all secretaries when chief minister Modi conducted a review meeting of ODOD on Thursday last week,” said a top-level government official, adding, “He sought response from all the officers who have been given additional responsibilities of districts and backward talukas. This left some people in the room quite uncomfortable.”      

Majority of the district collectors are feeling uneasy, but realise they have to go along. “We have no option but to list the issues, because otherwise the same would pop up during the CM’s visit to my district. Also, the local people’s representative can always approach Modi’s office. This, however, is making some senior officials restless. The situation is quite tricky for us,” a district collector told DNA.

Another district collector, however, sought to play it down saying the scheme was ‘an excellent way to  provide feedback’ to policy makers.  

The babus, however, have little respite as they are aware that the CMO is monitoring the developments online. “Even officials in general administration department, which administrative reform division is a part of, has no control on the IWDMS ODOD application. They can only respond to when it directly pertains to them,” said sources.
