Jammu and Kashmir cabinet approves placement of pay revision bill

The cabinet, also approved placement of two bills seeking amendment in State Accountability Act (SAA) and constitution of State Vigilance Commission (SVC)

The state cabinet has given its nod for introducing a bill in the assembly for revising the salaries of chief minister, cabinet ministers and legislators besides pension of former legislators of both the Houses in Jammu and Kashmir.

The cabinet, which met here last evening, also approved placement of two bills seeking amendment in State Accountability Act (SAA) and constitution of State Vigilance Commission (SVC) on the lines of the Central Vigilance Commission (CVC), officials said here today.

As per the revised salary, chief minister will get Rs 75,000 per month including all allowances, cabinet ministers will get Rs 65,000, ministers of state Rs 63,000 and MLAs/MLCs to get Rs 60,000 including all allowances, they said. 

The proposal to increase pension of former legislators from existing Rs 12,000 to Rs 18,000 per month including medical allowances, has also been mentioned in the bill, they said.

The bill seeking amendment in the SAA is aimed at redefining the powers of the State Accountability Commission (SAC) and bringing only public functionaries under its purview, they said.

The SAC will have powers to exclusively take the cognizance of the complaints against public functionaries like chief minister, Ministers, Legislators, Chairmen of the boards and heads of the Municipal Corporations/Councils/ Committees.

The proposed bill for constitution of SVC on the pattern of CVC would exclusively deal with the corruption cases involving government officers and officials.

The SVC will be headed by a chief commissioner and will have two Vigilance Commissioners, they said adding while the chief commissioner will be a retired officer of the rank of principal secretary, the Vigilance Commissioners will be serving officers of the rank of commissioner/secretary.    

The cabinet had also discussed various aspects of budgets to be present in the state legislature by the finance minister A R Rather on March 12, they said.
