A dreaded Hizbul Mujahideen terrorist and his associate, planning to create disturbance during the passing out parade of the Indian Military Academy, have been arrested from Azadpur area, a senior police officer today said.

Ghulam Nabi and his accomplice were arrested when the police was checking vehicles last night following a central intelligence input that some dreaded terrorists are in the capital city, Dehra Dun senior superintendent of police (SSP) GS Martolia told reporters.

Nearly 14 cases under Arms Act are registered against Nabi in Doda district of Jammu and Kashmir and he had come here with the intention to create disturbance during the passing out parad of the IMA, Martolia said.

Nabi is a self-styled divisional commandar of HM operating under the code name of Javed Qureshi, the SSP said, adding, a pistol of foreign make and some live cartridges were also recovered from his possession.

The other person, arrested along with Nabi, has been identified as Tanvir Ahmed. Both Nabi and Ahmed belonged to Doda district of Jammu and Kashmir.

Interrogations so far have revealed that Nabi went to Pakistan via Muzaffarabad in 1993-94 and stayed there till 1997-98 during which he received training at a terrorist camp, Martolia said.

On his return to India, he was made district commandar of HM in 2002 and then promoted as divisional commandar in 2007, the SSP said.

Nabi was in constant touch with Pakistan-based terrorist Salauddin, who also sent him the money, the SSP said.

Ahmed is Nabi's relative and both were staying in Dehra Dun in a rented room since December 2.

During interrogation, it was revealed that Ahmed's brother was a terrorist and had already been killed in an encounter, Martolia said. Ahmed worked as a labourer at several places, he added.

Nabi is a wanted "A" category terrorist in Jammu and Kashmir, Martolia said.

The SSP said police would also slap a fine on the owner of the house, who gave his premises on rent to Nabi without police verification.

Meanwhile, J&K DGP Kuldeep Khoda told reporters in Jammu that the two militants who had been active in Kishtwar-Doda areas of the state were wanted by the state's Police and had escaped the chase by the security agencies.

Asked whether the two ultras were in any way involved in recent blast at Varanasi, the J&K DGP said they were still being interrogated by Uttarakhand police and the details would be known later.

Combined operations by police and security forces had made most of the militants to flee from the state and as of now there could be only 400-500 militants operating in entire Jammu and Kashmir, Khoda said.

On recycling of surrendered/released militants, he said there is a system of keeping watch after their surrender and release through police stations and police posts.

However, since their number is nearly 20,000, it is difficult to keep track of them and there could be a possibility of them getting recycled into militancy, he added.
