Govt panel to look into Bhuj hospital handover

The state government has set up a high-level committee to decide modalities for handing over the GK General Hospital, Bhuj to Adani group under a public private partnership (PPP) agreement. The panel will submit its report in two months. 

Under the PPP agreement, Adanis will be given the control of the hospital for running a medical college at Bhuj. The medical college, Gujarat Adani Institute of Medical Sciencesis (GAIMS), started operations recently. The state government has decided to hand over the Bhuj civil hospital on a 99-year lease.

The committee will be headed by the principal secretary, finance. Its other members will be the principal secretary of health & family welfare, principal secretary of revenue, secretary of law department, CEO of GIDB, joint secretary (service), general administrative department, and Dr Bakul Dholakia, advisor, GAIMS. Meena Bhatt, additional secretary, health & family welfare, will be the member-secretary.

This committee will decide on terms and condition for the handover of the hospital and work out formula for government aid to the Adani group for GAIMS. It will also look into other issues related to financial management of the institute.

Many other issues like valuation of land and assets of the hospital, hiring of an agency for the servicibility assessment of hospital equipment, the need for repairing and replacement of equipments and expansion of the hospital to 750 beds from 300 beds at present, will also be looked into by the panel.

The state government has committed to give operational expenses of the hospital for the existing 300 beds to the Adani group. Adanis will bear the expenses for the additional 450 beds. The government will fix a formula for this also.

According to the new order of the government, doctors and other employees of the hospital will be given their existing salaries (as revised after the Sixth pay commission report) for six months.

Thereafter, they will have to decide whether they wanted to return to the government or go on deputation to Adani hospital. The committee will also decide on the formula for the use of profit made by the hospital for its development.

Sources said there were many legal hurdles ahead in handing over the hospital management to the private business house, which will need to be sorted out.
