The Congress and the NCP are likely to formally commence seat-sharing negotiations for the Maharashtra assembly elections. The Congress leadership had indicated to its NCP counterparts that the party would begin seat sharing negotiations soon after August 15th, by which time it would have completed its internal assessment .Now that the process is more or less complete, formal negotiations between the two allies is expected to commence shortly.

The Congress party has set up a high level committee under AICC General Secretary Digvijay Singh to assess the party's poll preparedness on every seat and report back to the Congress president. The twin objective behind the move set up of the committee is to begin its polls preparations much in advance of the assembly elections and in the case of Maharashtra to help the central leadership make an objective assessment of its strength and weaknesses ahead of the seat negotiations with its alliance partners.

It is not Maharashtra alone, the central leadership has also set up a similar committee headed by B.K. Hariprasad, AICC General secretary to assist Science and Technology Minister Prithviraj Chauhan, in the party's poll preparations. Though the term of the Haryana assembly ends next year in March, Chief Minister Bhupinder Hooda is keen on having the elections in the middle of October along with the Maharashtra assembly elections.

The central leadership will wait for the two committees to give their report before finally making up its mind. Indications are that the party will plumb for early elections in Haryana because it wants to give itself the best chance of reclaiming the state.
