Congress allies term decision on separate Telangana 'hasty'

After DMK, NCP became the second UPA ally today to attack the "hasty" and "haphazard manner" in which the Centre took a decision on separate Telangana.

"A new problem was created with the hasty decision of the government of India on announcing the creation of a new state of Telangana," senior NCP leader PA Sangma said while presenting the political resolution at the day-long national convention of the party.

The resolution, which favoured setting up of a new State Reorganisation Commission to look into demands for new states was also critical of the Centre's handling of the issue but party chief and Union agriculture minister Sharad Pawar steered clear of the ticklish matter in his presidential speech.

"The announcement of the Centre agreeing to the creation of a separate Telangana state had led to a political crisis pushing the states to a battlefield by various political parties."

"Inspired by the stand of the central government, more and more people are demanding formation of new states. NCP does not agree to the approach of deciding things in a haphazard manner," the resolution said.

Tamil Nadu chief minister and DMK supremo M Karunanidhi had blamed a "delayed decision" and "hasty announcement" on Telangana for the present situation in Andhra Pradesh. In another resolution, the party also squarely blamed the "rug-pulling activities" of Congress for its poor show in the Lok Sabha polls in Maharashtra as also Goa and Bihar.    

"In Maharashtra, where we won eight seats, lost five seats including two sitting seats because of the rug-pulling activities of our partner. The experience in Goa and Bihar had also not been different," the party said in a resolution.

Noting that the party had fought the Lok Sabha elections in the three states in alliance with Congress and in about a dozen states on its own, it felt that the alliance politics also did not give it good dividend.

The day-long convention saw speaker after speaker hailing Pawar's leadership but leaders like Chandrakant Tripathi said that if the party has to make progress it needs an issue and a mass movement. He said that the NCP successfully took up the foreign origin issue of Congress president Sonia Gandhi, who later herself declined the chair of prime minister but after that the party needs an issue.

Party general secretary Tariq Anwar said the party should build pressure on the Centre to ensure the implementation of Ranganath Mishra Commission report, which has recommended reservation for Muslims and other minorities.

He also said that the party failed to reap electoral benefits of work done in the agriculture ministry due to its organisational lacunae. He also lamented the growing trend of "sycophancy" in the party to gain positions and said if it wants to strike it big, real workers should not be ignored.

Another party general secretary Govindrao Adik expressed concern over party office-bearers not going to their alloted states for months together and wanted a blanket ban on giving any position to them unless they pay attention to work.
