CID probes old encounter case in Gujarat

A 26 year old encounter case by current additional DGP Kuldeep Sharma opened by state police.

The CID (crime) has started investigation into a 26-year-old encounter case filed against Kuldeep Sharma, now an additional director-general of police. The case had been handed over to the CID by Gujarat High Court way back in 1984.

The CID's current move against Kuldeep comes exactly seven months after the agency arrested his brother Pradeep Sharma for his alleged involvement in a land scam in his capacity as district collector of Kutch. Pradeep, when arrested on January 6 morning, was municipal commissioner of Bhavnagar.

Recently, the CID recorded the statement of Jusad Juma Walimamad, a relative of Umar Walimamad and Fakir Mamad who were killed in a gun battle on May 10, 1984 in Kutch. Jusad had, in January this year, submitted an application to the director-general of police to investigate the pending encounter case filed against Kuldeep and other policemen. Kuldeep was the district superintendent of police of Kutch in 1984. A senior officer confirmed to the DNA about the application.

A few days after the encounter, the relatives of Umar and Fakir had filed a petition  in Gujarat High Court on May 28, 1984. The high court had asked the CID to investigate the case. But the CID, which had not taken any initiative in the case for 26 long years, has suddenly woken up.

The complaint had been filed against Kuldeep and a police sub inspector. According to the sources, Umar and Fakir were both smugglers and were active on the Gujarat waters for smuggling gold and other items. Umar and Fakir were killed in a police shootout, while two others - Juma Walimamad and his son Ibrahim Walimamad — went missing. Their jeep was found from Ahmedabad.

Kuldeep is currently posted as the managing director of Sheep and Wool Development Corporation Limited, Gandhinagar. Earlier, he had moved the Central Administrative Tribunal (CAT) challenging the state government's "biased attitude" towards him in promoting him to the rank of DGP.  For a long time, the senior IPS officer has not been in the good books of the state government.
