The Indian Navy has raised serious concerns over China’s entry into mining exploration in the southwest Indian Ocean region.

In July, the Chinese government-backed China Ocean Mineral Resources Research and Development Association’s (COMRA), application for mining exploration of the southwest Indian Ocean region was approved by the International Seabed Authority (ISA).

The Indian Ocean is a key strategic area for India’s maritime strategy. The bulk of the world’s oil supply from the Middle-East travels through this region and passes through the Malacca Straits.

As a result most of the major world powers have been keen to increase their activities in the region and maintain a large maritime presence. China’s successful bid to conduct mining exploration gives it a major advantage in exploring the area and conducting hydrographic studies.

In its report submitted by the Directorate of Naval Intelligence (DNI) to the Ministry of Defence ministry, the Navy has stated that the move gives an edge to China in snooping into India’s maritime activities.

DNI has stated that the contract would provide an excuse for China to operate its warship besides compiling date on vast mineral resources in India’s backyard. The report has recommended Naval Headquarters to step up its vigil at southwest Indian Ocean.

The International Seabed Authority has approved China’s application to look for polymetallic sulphides — rich in copper, iron, lead, zinc, gold and silver. China will be allowed to explore an area measuring 10,000 sq km (3,800 square miles) for 15 years and will be given priority mining rights. A contract is expected to be signed in November.

Defence Minister AK Antony, in a reply to a question in Parliament had said,  “Government is keeping a constant watch on all developments concerning our national security and commercial interests and takes all necessary measures to safe guard them in accordance with the prevailing security situation and strategic considerations.”
