Union human resource development minister Kapil Sibal today drew praise from unexpected quarters - two Biju Janata Dal (BJD) leaders - in Berhampur today.

Lauding the activities of the Union ministry of human resource development, Orissa's finance minister Prafulla Chandra Ghadai said that Sibal had given a new dimension to higher education in the country.

Similar were the views of BJD MP from Puri, Pinaki Mishra who praised Sibal for development of the higher education.

The BJD leaders were addressing a meeting held at Berhampur University to mark its 45th foundation day.

Perhaps Sibal was the first person in the ministry, who wanted to accept the HRD portfolio, Mishra said. He, however, said the HRD ministry was not getting adequate budgetary support from government.

Mishra was also critical about implementation of the Right to Education Act (REA). "The concept is good. But it requires a lot of money for implementation. It will remain on pen and paper, if adequate fund is not provided for implementation," he said.
