AMC mulls change in tender rules to avoid delay

While, some elected wing members are hopeful that the proposal will bring down the time taken to finish a project, others feel that it can lead to favouritism.

In a bid to avoid re-inviting tenders for small civic works related to any ongoing project the Ahmedabad Municipal Corporation (AMC) may bring certain changes in the tender clause.

The road and building committee in a recent meeting sanctioned a proposal according to which the AMC need not to invite tenders to initiate minor changes in an ongoing civic work.

Giving information about the proposal, chairman of the road and building committee Manu Kathrotia said that the move is aimed at reducing the time spent on inviting and finalising details of a tender for minor changes made in a project.  

According to the changed clause, the AMC can give additional work related to a particular project to the same contractor if the expenditure of the project is within 'the estimated cost of the project'.

For example, the cost of a project is estimated to be Rs1 lakh and the work tender sanctioned is for Rs80,000. Then, the AMC need not float another tender for some additional work related to the project if the expenditure for the extra work is within Rs20,000 or is around 20% of the tender cost.

"This is for the first time that such a decision is being taken. Inviting tender for some additional work on an ongoing project is very time consuming. It also delays the project," said Kathrotia.

While, some elected wing members are hopeful that the proposal will bring down the time taken to finish a project, others feel that it can lead to favouritism. Some also feel that the contractor may up his price. The details of the proposal are yet to be chalked out as it will have to be sent to higher authorities to get their sanction.
