Rawat reportedly made the while addressing students of a private college.

Uttarakhand’s Higher Education Minister Dhan Singh Rawat has sparked a controversy asking college students to sing Vande Mataram if they want to live in the state, reported news18.com.
Reports said that Rawat, who is also a former RSS functionary, made the remarks while addressing students of a private college in Roorkee.
"We will also stipulate the timings of the songs. The national anthem should be sung at 10 in the morning and the national song at 4 in the evening," he reportedly said.
However, when questioned, Rawat claimed the media has taken his speech out of context.
