Three days before Parliament’s Winter Session starts, Vice-President and Rajya Sabha Chairman M Venkaiah Naidu gave ample indications on Monday that it will not be business as usual in the Upper House and he may act tough against unruly members.
A seasoned Parliamentarian, Naidu pitched for “automatic suspension” of MPs who rush to the well of the House to disrupt proceedings, and putting the names in public domain of habitual violators.
He said ensuring quorum in the House isn’t the responsibility of the government and ruling party alone. In the past few sessions, the government has been embarrassed in the RS as it did not have enough of its own members to introduce important bills.
Naidu stressed on the need to address the menace of members rushing to the well of the House. There’s a need for specific provisions in the rules of business for automatic suspension of those who do so repeatedly, he said.
