Twitter asked to speed up on requests to remove content

According to Union Home Ministry only 60 per cent of requests to remove content have been adhered to by the social networking site.

Union Home Secretary Rajiv Gauba told officials from Twitter to be more prompt and not delay requests for removing objectionable content in cases that incite violence warning them of legal consequences in case of non-compliance, officials said.

According to union home ministry only 60 per cent of requests to remove content have been adhered to by the social networking site.

Gauba met them on Monday to discuss measures to check content that can trigger violence by indulging in rumour and hate mongering.

"They were advised that law provides for strict legal provisions in case of non compliance which would need to be invoked," home ministry said.

It was impressed upon Twitter representatives that they should improve their system of response to investigations related legal requests of law enforcement agencies under provisions of Criminal Penal Code and other laws," said an official.

Union Home Secretary also asked them to ensure 24x7 mechanism for prompt disposal of requisitions of law enforcement agencies for deletion/removal of unlawful/objectionable content from their platform.

They were also advised to appoint India based contact persons who would be available round the clock, and put in place an escalation mechanism to deal with requisitions of law enforcement agencies, sources said.

During the meeting, specific instances of legal requisitions were shown where Delhi police had sought for removal of content as it was openly inciting violence where response was delayed.

The home ministry has held a series of meetings with all social media platforms including Facebook, YouTube, Whatsapp and Twitter in the past to sensitize them about preventive and other actions to remove unlawful content immediately.

Union Home Secretary has held meetings with social media platforms in June and October, 2018. A series of meetings have been conducted by senior officers of home ministry, Delhi Police and police officers of other states to sensitise the country representatives of social medial platforms about gravity of unlawful and objectionable content posted on their platforms, and their possible consequences.
