Many are angry because despite a Government Resolution (GR), letters from Animal Welfare Board of India (AWBI) and 10 years of correspondence by an animal right activists, none of the horses in the city are licensed.
“Working equines come under the purview of Performing Animals Rules (PRA) and therefore should be registered in accordance with the rules. Apart from this licensing with the police or local authorities will ensure that horses go through yearly medical fitness checks, which is otherwise completely ignored by the owners,” said Shakuntala Majumdar, President, Thane Society for the Prevention of Cruelty Animals (TSPCA).
She also said that despite the fact that she has been pursuing this issue with Thane police since 2010 nothing has been done yet.
Majumdar informed, “Animal Welfare Board of India (AWBI) had written to Thane Police Commissioner in 2010 asking valid licenses be issued to all the horses used for joy rides in Thane after which even a GR was issued and TSPCA has been regularly following up the issue yet nothing has been done so far,” she said adding that having license will also make them responsible owners as they will be answerable in case of any such incidents.
In fact in absence of any registration or license horses in Thane are regularly abandoned and even left when they are injured.
“We have had several animals that were found injured or abandoned and were treated at TSPCA and we even rehabilitated some of these horses,” she said adding that to check on abandoning by owners they had even suggested that the horses be micro-chipped, which which has a unique ID number that can be read using a device.
