Speaker advises Mann to stay away from House till panel report, decision on him

After facing the ire of a united House, Aam Admi Party (AAP) MP Bhagwant Mann's act of live-streaming a video of his journey from home to Parliament is now under the scanner of a nine-member panel. Speaker Sumitra Mahajan, who set up the panel, has 'advised' Mann not to attend sittings of Lok Sabha till a decision was taken.

The committee of various political parties headed by BJP's Kirit Somaiya does not include any representative from the Shiromani Akali Dal, the party ruling in alliance with the BJP in poll-bound Punjab.

According to sources, the maximum action against Mann could be suspension from the House throughout the monsoon session, which ends on August 12. The case is being viewed as an 'extraordinary' one considering its seriousness and possible repercussions on security of Parliament, the sources said.

Mahajan, who has asked the panel to submit its report before the House by August 3, had spoken to senior leaders of various political parties and mulled over the matter for two days before taking a decision on the future course of action. She also took into account the various remarks made by MPs on Friday, when the issue was raised in Lok Sabha.

In her observations on Monday morning, Mahajan described Parliament as 'sanctum sanctorum' of democracy and said the act of a member posting the audio visual recording of Parliament on social media put its security in peril.

Sources said the Speaker wanted a decision on Mann to come from the House and has set up the committee keeping in mind that it can look into security and legal aspects of the matter, which had created an uproar in Parliament. If the panel recommends suspension and the House agrees, this would be the third time that such action would be taken in the current Lok Sabha. In August last year, Mahajan had suspended 25 Congress MPs for five sittings for protesting in the well of the House with placards, triggering an Opposition boycott. Earlier, in July the same year, she asked Congress member Adhir Ranjan Chowdhury to leave the House and suspended him for the rest of the day for "unruly" behaviour.

Mann had shot a video of his movement past security checks to enter Parliament. This drew flak from all parties which said his act could put security of Parliament at risk. He has been asked to give his explanation before the Committee on Tuesday morning.

"The inquiry committee shall inquire into the serious security implications and related aspects germane to and arising out of the conduct of audio visual recording around Parliament House Estate and in the installations situated within the Parliament House by Mann and subsequent uploading of the said audio visual recording by him on social media, suggest remedial measures to avoid recurrence of such incidents in future, and recommend appropriate action in the matter," Mahajan said.

The panel, besides Somaiya, comprises Anandrao Adsul (Shiv Sena), Meenakshi Lekhi (BJP), B Mahtab (BJD), Ratna De (TMC), Thota Narasimhan (TDP), Satyapal Singh (BJP), KC Venugopal (Congress) and P Venugopal (AIADMK).
